Chris Neuffer
President, LSRP
Mr. Neuffer founded Envirotactics in 1995. With over 35 years of experience in performing, preparing, and reviewing environmental site assessments, site investigations, and implementing remediation technologies, Chris brings a wealth of expertise to the company. His background as a former NJDEP employee provides him with a deep understanding of State and Federal laws, regulations, and protocols.
Chris holds a Bachelor’s degree in Industrial Engineering and a Master’s degree in Environmental Science. In addition to being an LSRP, he is certified for UST Closure/Subsurface Evaluations by the NJDEP, a Registered Environmental Property Assessor (REPA) with the National Registry of Environmental Professionals, and a Certified Hazardous Materials Manager (CHMM) with the Institute of Certified Hazardous Materials Managers.
Throughout his career, Chris has successfully managed large-scale industrial, commercial, and residential remediation projects. His expertise lies in handling complex investigation and remediation tasks. As president, Chris has been instrumental in all business and employee decisions at Envirotactics. Basil Ellmers
Vice President & Director of Site Remediation, LSRP
Mr. Ellmers is a seasoned professional with extensive experience in environmental site assessments and remediation. He holds a Bachelor of Science in Environmental Science from Rutgers University, obtained in 1998, and is certified as a New Jersey Licensed Site Remediation Professional (LSRP) since 2014.
Since joining Envirotactics in June 1999, Basil has managed numerous site remediation projects involving commercial, industrial, and residential properties. His responsibilities include project management, proposal preparation, site oversight, soil and groundwater and vapor intrusion investigations. He has in-depth experience performing Phase I and Phase II Environmental Site Assessments and overseeing subsurface investigations, including underground storage tank removals and ISRA compliance.
Basil is NJDEP certified for UST Closure/Subsurface Evaluations and holds additional certifications, including the NJDEP Unregulated Heating Oil Program Qualification. He is also a member of the Licensed Site Remediation Professional Association (LSRPA).
His technical expertise includes the regulatory components of the NJDEP’s Technical Requirements for Site Remediation (N.J.A.C. 7:26E) and associated NJDEP guidance documents. Basil is responsible for preparing and reviewing Preliminary Assessment Reports, Site and Remedial Investigation Reports, Remedial Action Reports, Remedial Action Workplans, and Remedial Action Permits, ensuring compliance with NJDEP regulations.

Mike Greene
Vice President & Director of Land Use
Mr. Greene brings over two decades of experience in the environmental industry, with a focus on land use projects. Holding a Bachelor of Science in Environmental Science from Richard Stockton College of New Jersey, Michael is also a Certified Wetlands Specialist from Cook College, Rutgers University, and has completed extensive OSHA Health & Safety Training.
Since starting his career as a project manager at Envirotactics in 2001, Michael has advanced to his current role of Vice President and Director of Land Use, overseeing land use projects and managing project managers and field personnel. He is deeply involved in the land use approval process, wetlands investigations and delineations, and species assessments. Proficient in ARCGIS Pro and Surfer software, Michael excels in GIS mapping and analysis, including mapping structures, vegetation limits, and flood hazard areas.
Michael handles regulatory guidance and permitting, preparing and submitting various environmental permit applications while coordinating closely with state and federal regulators. His leadership, project management, and regulatory expertise over the past 20 years has resulted in successful outcomes for clients. The client satisfaction has led to a high rate of repeat clients and referrals, helping to drivie the growth and success of Envirotactics.
With strong technical skills in aerial photograph analysis, lidar data preparation, and all phases of land development, Michael has also provided expert witness testimony for land use applications across New Jersey. His extensive experience in species and habitat analysis, plant ecology, and wetland delineations underscores his expertise.
